| NABL has introduced a new document NABL 143 (Policy on CMC and Uncertainty in Calibration) and major changes are made in NABL 130 (Policy on Site calibration and Testing) and in NABL 133 (Policy on Use of NABL Symbol and Any Claim of Accreditation) |
To align with ILAC requirements, NABL has developed a new document namely NABL-143, Policy on CMC & Uncertainty in Calibration. |
| NABL 102 - Specific Criteria for Biological Testing Laboratories has been revised and is available on web-site for implementation. |
NABL has revised the Specific criteria for Biological Testing Laboratories, NABL 102 with focus on the new developing area i.e. GMO testing, Molecular Biology testing as well as points of consideration while estimating Uncertainty in Measurements in Microbiological testing.

| Payment of Service Tax on application fee payable for Accreditation of Laboratories in the field of Testing, Calibration and Medical |
1. National Accreditation Board for Testing and Calibration Laboratories (NABL) has been paying, Service Tax on application fee received from Laboratories in the field of Testing, Calibration and Medical @ of 10% + education cess @ of 0.2% + Secondary and Higher education cess @ of 0.1% of Application fee From 01.10.2011 to 31.03.2012 and @ of 12% + education cess @ of 0.24% of application fee + Secondary and Higher education cess @ of 0.12% of Application Fee for the period from 01.04.2012 onwards. However, it has been noticed that some of the applicant Laboratories have not paid / been paying Service Tax etc on application fee while applying for accreditation of their laboratories. All such Laboratories who have not paid Service Tax etc. on Application fee are, therefore, requested to pay service tax, education cess and Secondary and Higher education cess to NABL @ mentioned above i.e. @ 10.3% of Application fee if applied between 01.10.2011 to 31.03.2012 and 12.36% if applied from 01.04.2012 onwards by 15th October 2012 failing which NABL will be constrained to take necessary steps for recovery of dues along with interest from the Laboratories.
2. In future, all laboratories who apply for accreditation during the current financial year (i.e. 2012-13 i.e. 01.04.2012 to 31.03.2013) are advised to pay along with application fee, Service Tax @ of 12% + education cess @ of 0.24% + Secondary and Higher education cess @ 0.12% of Application Fee.
3. As regards Service Tax on Application Fee prior to 01.10.2011, NABL will revert back to Laboratories shortly.

| Subsidy is available for potential PT providers |
Interested PT providers may refer NABL 180 (application form for Proficiency Testing Providers) for applicable charges. A 50 % subsidy is offered on these charges. This subsidy is offered on the application fees, annual accreditation fees and on overhead charges for a period of two years. (ie. any fees/ charges falling in financial year 2012-13 and 2013-14). PT providers may apply for NABL accreditation according to ISO/IEC 17043. |
| 4 days training program on laboratory management system is mandated for Quality Manager. |
The Quality manager is the key person of any laboratory, who is responsible for establishing and implementing the appropriate management system for its effective operations. So it is essential that the designated Quality Manager should be well versed with the requirements of ISO/IEC 17025 or ISO 15189 (whichever is applicable).
In this effect, NABL has defined a new requirement that the Quality Manager shall have a 4 days training on relevant standard from a reputed institute. Information on these institutes is available on NABL web-site.
For the accredited/ applicant laboratories NABL has proposed a transition period of two years to fulfil this requirement (till September 2014) and to submit a statement of compliance. The effective implementation of this requirement will be verified on subsequent assessment.
All laboratories applying (first time) for NABL accreditation after 1st November 2012 are required to comply with this requirement which will be verified during Pre/ Final assessment.
